What is the PV Carport obligation?

With the new Lower Saxony Climate Act, the federal state is pursuing an ambitious course in the expansion of renewable energies. One key instrument: the PV carport obligation.

Companies are obliged to install photovoltaic systems when constructing new commercial car parks with 25 parking spaces or more.

The specification in detail

The entire car park area must be covered with photovoltaic modules. The aim is to utilise sealed surfaces twice and to involve companies more closely in the responsibility for the energy transition.

Important for companies in Lower Saxony:

  • Applies from 25 parking spaces (lowest threshold in Germany)
  • Also applies to conversions, not just new builds

For many companies, this means pressure to act - but also the opportunity to reduce costs, utilise subsidies and improve their ESG targets by generating electricity locally.

Holistic realisation with Energy Partners

As carport obligations come into force, the requirements for the technical, economic and legally compliant implementation of photovoltaic projects on car parks are increasing. Energy Partners develops scalable and economically viable carport solutions for trade, industry and the property sector.

The PV Carport systems are modularly planned, aesthetically integrated and connected with additional components such as Battery storage systems (BESS), E-Charging infrastructure and an intelligent Energy management system (EPSherpa). This creates decentralised, future-proof energy solutions with a high self-consumption rate, full control over energy flows and reduced grid dependency.

Companies also benefit from flexible financing models - from traditional purchase to contracting or PPA models, which avoid investments and enable long-term planning security.

Looking across the border: What applies in other federal states?

Other federal states also rely on PV obligations for commercial car parks - with different thresholds and requirements in some cases.
