What is the PV Carport obligation?

In many federal states, there are now legal requirements for the installation of photovoltaic systems above commercial car parks. The aim is to double the utilisation of sealed surfaces, expand renewable energies and make a concrete contribution to achieving climate targets.

For companies, this not only creates a need for regulatory action, but also economic potential - in particular through locally generated electricity, lower energy costs and an improved sustainability balance.

Current status in the federal states

There are currently no specific legal requirements in Berlin, Bavaria, Bremen, Mecklenburg-Western Pomerania, Saarland, Saxony, Saxony-Anhalt and Thuringia. However, it is expected that corresponding regulations could be introduced in these federal states in the future.

The following requirements apply to the other federal states:

Baden-Württemberg

  • New construction from 35 parking spaces
  • at least 60 % area covered with PV

Hamburg

  • New construction from 35 newly built/extended parking spaces
  • at least 40 % area with PV

Hesse

  • New construction from 50 parking spaces (or expansion from parking spaces)
  • 1.5 kWp per suitable parking space

Lower Saxony

  • New build from 25 parking spaces
  • Conversion ≥ 50 % area refurbished
  • at least 50 % area with PV

North Rhine-Westphalia

  • New construction from 35 (non-residential) parking spaces
  • at least 30 % area with PV

Rhineland-Palatinate

  • New construction from 50 open parking spaces
  • at least 60 % area with PV

Schleswig-Holstein

  • New build or refurbishment from 100 parking spaces
  • PV system over suitable areas

Brandenburg

  • New construction from 35 parking spaces (non-residential buildings)
  • PV system above suitable parking spaces
Holistic realisation with Energy Partners

As carport obligations come into force, the requirements for the technical, economic and legally compliant implementation of photovoltaic projects on car parks are increasing. Energy Partners develops scalable and economically viable carport solutions for trade, industry and the property sector.

The PV Carport systems are modularly planned, aesthetically integrated and connected with additional components such as Battery storage systems (BESS), E-Charging infrastructure and an intelligent Energy management system (EPSherpa). This creates decentralised, future-proof energy solutions with a high self-consumption rate, full control over energy flows and reduced grid dependency.

Companies also benefit from flexible financing models - from traditional purchase to contracting or PPA models, which avoid investments and enable long-term planning security.
