PV Carport obligation in Germany - overview & implementation
Current status in the federal states
There are currently no specific legal requirements in Berlin, Bavaria, Bremen, Mecklenburg-Western Pomerania, Saarland, Saxony, Saxony-Anhalt and Thuringia. However, it is expected that corresponding regulations could be introduced in these federal states in the future.
The following requirements apply to the other federal states:
Baden-Württemberg
- New construction from 35 parking spaces
- at least 60 % area covered with PV
Hamburg
- New construction from 35 newly built/extended parking spaces
- at least 40 % area with PV
Hesse
- New construction from 50 parking spaces (or expansion from parking spaces)
- 1.5 kWp per suitable parking space
Lower Saxony
- New build from 25 parking spaces
- Conversion ≥ 50 % area refurbished
- at least 50 % area with PV
North Rhine-Westphalia
- New construction from 35 (non-residential) parking spaces
- at least 30 % area with PV
Rhineland-Palatinate
- New construction from 50 open parking spaces
- at least 60 % area with PV
Schleswig-Holstein
- New build or refurbishment from 100 parking spaces
- PV system over suitable areas
Brandenburg
- New construction from 35 parking spaces (non-residential buildings)
- PV system above suitable parking spaces
